That's probably what you have been doing lately, but I on the other hand
have been quite busy! :D
I have now updated all my HL2 Source texture packs with thumb viewers as I
have heard from time to time that it would be useful.
You can now easily check if a texture pack contains just the texture you are looking for.
The jpg's are quite bad though and loading time can be long if the pack is big,
but this is the only way I can get it working atm.
(I'm planning all future releases to contain a thumb viewer.)

No, I left the INS team a while back, yeah I made the skins for the insurgent models and the face skins for the soldiers.
It's no secret that I work on the HaJ team atm, looks like it's my last mod to, don't have time anymore...
